Can a profile enable any desktop action?

No. Instructions and toggles cannot add tools that the installed release or selected provider does not expose.

Are all risk settings enforced?

No. Some fields remain advisory in Preview. The developer documentation identifies the controls that are enforced in the reviewed release.
